The US tried, during the Gulf War (1991), to maintain that hegemony. But the emergence of a NEW WORLD ORDER was already taking place. In earlier times, the US had used war to revive the economy (war means more steel production, more jobs, etc).
But today, the war is used by the US as a means of forcibly recovering its position in the world economy threatened by the advance of other powers. The Gulf War implies admitting that Reagan's "bailouts" failed, which resulted in a speculative, indebted, deindustrialized economy, with unemployment and concentration of wealth.
