The witches' enclave survives in seclusion from the modern world. They learned their lesson about helping humans centuries before when many were killed. Young witches are still sent for short periods of time as students. But they are expected to return and take their place in the coven. Jess has the magic to help people but is forbidden from doing so. When a crime happens in front of her the temptation is too great to ignore.
However wanting to help and actually being able to are two very different things.
