Kennedy's presence loomed over Carter's domestic policy adviser, Stuart Eizenstat, as he pledged that the Carter administration would ask Congress to act on health insurance. #4 In Memphis, Kennedy addressed the issue of health care reform, calling national health insurance the great unfinished business on the agenda of the Democratic Party.
