Both the conservative theories that speak of "ungovernability", as well as the theories of the left, are questioned, and they fail to formulate why there is a crisis. While for Marxism the origin of crises is in the class struggle and in the capitalist economy, for conservatives it is a problem of political democracy. The DIAGNOSIS OF THE CONSERVATIVES says that there is a failure of the State, due to an OVERLOAD OF DEMANDS that come from a society with too many expectations, fed by the participation and pluralism of democracy. THE STATE CANNOT RESPOND efficiently to all demands, and becomes saturated.
