For hundreds of years, we've marched west in search of land, and to pursue our dreams; of wealth, of glory, and of empire. Some found those, but not without thousands, hundreds of thousands of failures. On the American west coast is the State of Jefferson, and it's largest city of Port Astor. There's no more west to tame, and no more room to flee the collective failures, both personal and otherwise.
This is a place where people go when there are no other options, no more plans, and hope has run dry.
