A large colony of intelligent, walking, talking prairie dogs that have their very own independent country north of Amarillo, TX, are framed by their powerful longtime enemy, Sen. Rawlins, for starting a deadly plague. Sen Rawlins then creates a bill in Washington to dissolve the Prairie Dog Nation (PDN) for good so that he can take their land and make money on the natural reservoir of pure water found deep under the PDN.
Also, to cause strife, Sen. Rawlins pays another animal group to dig a tunnel under the PDN and steal the P-Dog Constitution. Before fifty thousand U. S. soldiers surround the PDN, four P-Dogs escape after a rough start and embark on a mission to Washington, to sabotage the bill of Sen. Rawlins and get back their constitution. In the end, all four P-Dogs safely arrive in Washington, but the hardest part of the mission has only just begun.
