Special Agent Bruce Highland with Army Intelligence performs a routine investigation into the apparent murder and disappearance of a government employee assigned to a classified project at the hands of a serial killer. Twenty five years later, the serial killer resurfaces thousands of miles away, and ace private investigator Bruce Highland helps authorities in an effort to find and stop the killer, only to become entangled in a classified government program in the process.
