Humanitarian Action and Terrorism : Perceptions from the Muslim World. The proliferation of designated terrorist groups in majority-Muslim countries in recent decades has greatly affected civilian populations, including their perception of humanitarians. Humanitarian workers and assets have been targeted by terrorist groups through the use of dramatic and violent methods. Whilst the extension of violence to humanitarians is often justified by these groups in various ways, what is evident is a "clash of perceptions" across all actors.
Following an analysis of the general context in which humanitarian workers have been targeted by terrorist listed groups, this study addresses the state of observable perceptions towards humanitarian organisations and workers among local populations. It concludes by proposing the "humanitarian cube", which is a dynamic new tool for strengthening understanding and actions in response to local perceptions.
