Paul Cairney is Professor of Politics and Public Policy at the University of Stirling. His publications on Scottish politics include work on health and education policy, the Scottish Parliament and intergovernmental relations. Neil McGarvey is Lecturer in Politics, Department of Government, University of Strathclyde. He has published widely in the field of Scottish politics, local govemment and public administration.
